Pretty much any varnish will be fine for the decal. Humbrol has been used for modellers since the Roman empire so you would have heard about it if there was a problem  :-))

Two points:
Use a fresh tin, they do go off after a while, especially if the tin has been opened.
Test the varnish on a test piece with the same paint as the base coat if it's not an enamel. The decal may be fine but the base coat could just cause a reaction. Unlikely but if you are unsure it's better safe than sorry.

I've used Johnson's Kleer floor polish for years as a gloss varnish. That goes for umpteen plastic models as well as R/C boats. It goes on with a brush as well as by spraying, doesn't need diluting and is as hard as nails once its dry. On a plastic kit that's a very short time, but for a boat that needs to float I tend to leave it a few days, just to be sure.

But, and it's a big but, Johnson's have changed the formula recently and the new stuff is not as good as the old stuff. Apparently Asda and Wilkinsons still stock the old stuff so that's where to head for.
