Having lived in Oklahoma a while back, I can comment. It is indeed pronounced "ARK an saw," all over the US for the State's name. But there is a river of the same name, Arkansas, that runs down from Kansas, through Oklahoma, and Arkansas. As you go north through Oklahoma and into Kansas, the pronunciation of the river's name changes to "ar KAN sas."
