Scroll saw or fine hand fret saw. Maybe just maybe a jig saw with fine blade .

Rough cut to shape with Tin Snips then finish to size on a belt sander

And wear a dust mask & glasses - nasty fibreglass dust!

If it's electrical double sided component board, the inner core will probably be paxolin, which is a little bit on the brittle side.

I would cut rough with coping saw,(fine blade) and finish with sanding belt/discs/drums.

I would first mark out the shape to be removed with a scriber, making sure you really give it some pressure to score the copper cladding. The board could be made from epoxy-glass laminate; you can quite easily see the weave in this and it will be a much paler brown than paxolin (or even a slight green colour). Chain-drill a series of holes around the inside of the scribed line; join them up with either a scroll saw or fretsaw and then use a fine file or a Dremel to grind the glass back to the scribed line. Do wear a mask when working on epoxy-glass sheet - it's nasty stuff if you get a big snort of it!

If the core is white/greenish and translucent it is probably FR4 fibreglass. If it is brown it is SRBP which is easier to cut

I'd use a piercing saw. Like a coping saw, only finer teeth.

i have roughed out with the guillotine at work for a multirotor frame. if sawing, mind the dust, and make sure you have some more blades. fibre glass is very abrasive.
