Probably started planning with 1.48 scale aircraft in mind, and planned around those.
I see the F35 is available in 1:72 scale today, but might not have been at the time the builder started. Then the model would be something over 13 ft.

That is my only thought.
Well, other than the Queen's crown is being used in the picture. Not the King's crown.

Add to the above - the model would have started out as a representation of one of the current carriers prior to the passing of Her late Majesty the Queen.

  Was this built by one or more of the care homes elderly residents ? If so it puts a different complexion on things.

I’ve had correspondence with the chap,  he just likes building his huge static models, he has built 18ft models of Titanic, 1/4 scale aircraft models, some he sells when he runs out of room, like this one, he sounds a really interesting guy, and, by the backdrop of his pictures, live in some sort of stately home, so possibly well off,  as long as he enjoys himself, why not?
