I had a similar problem a while ago. I put the outer end in a variable speed battery drill and spun the shaft. Start slow and increase the speed slowly, while pulling the shaft gently out. Care and gentle persuasion are the watchwords.. lubricate as you go.
It worked for me, took about 5 minutes, and I had the ratchet on the drill set very low in case of a lock up.

PS check the bearings afterwards, they might be shot and you will need to replace the lot, I was lucky.
