You know this Russian surveillance is not new it has been going on for a very long time. Remember when I was transferred to Great Harbour Greenock in 1977, a friend of mine who was a mate on a RMAS Salvage mooring vessel based in that port. Told me of a recent event, when his vessel and a RN minehunter was kept in Port Arthur in Isle of Islay for some time waiting for the Labour Government to make it's mind up to recover a Russian Surveillance unit, in the sound between Isle of Islay and the mainland, because that then was were the SSBN's conducted practice torpedo firings. He told me that there was even under water photo's taken by one of our SSKN subs of a Russian sub using divers to maintain it. Fortunately for our government a Russian vessel eventually came on scene to recover it, our government then was frighten of causing an international incident. But our subs used to enter waters of interest Russia, remember the Warspite having to make a midnight entrance to Faslane for new periscopes and a damaged Fin due depth charging.
